The city of New Rome faces a duel between Cesar Catilina, a brilliant artist who favors a utopian future, and Franklyn Cicero, a greedy mayor. Among them is Julia Cicero, whose loyalties are divided between her father and her lover. Francis Ford Coppola wrote the screenplay in the early 1980s, but the film was shelved in part due to his financial debts. Pre-production finally began in 2001 after shooting 30 hours of second unit footage and table readings with Paul Newman, Uma Thurman, Robert De Niro, James Gandolfini, Nicolas Cage, Leonardo DiCaprio, Russell Crowe, Edie Falcon and Kevin Spacey, but the project was scrapped after the 9/11 attacks, because a scene from the script (page 166) "predicted" attacks. Coppola abandoned the project entirely in 2007 and didn’t start developing it again until 2019. The security footage of Cicero’s arrival at Caesar’s office is supposedly from two different cameras, as the small text in the upper left corner indicates. That’s the good thing about Francis Ford Coppola’s latest and possibly final film. Between the actors, the costumes, and the set design of New York fashioned as the new Rome, you’ll see it all. The only question this raises is why 42nd Street from Third Avenue to Times Square was left intact, and what about movie theaters from 7th Avenue to 8th Avenue? It is natural to be skeptical of what is essentially an admirable biography of Robert Moses.
Until the 1980s

Especially since it was apparently written by Ayn Rand in response to the METROPOLIS letter and then given to Abel Gance after convincing him to make a movie about Julius Caesar instead of Napoleon. And don’t forget the quotes from Marcus Aurelius. Overall, it is a well-learned film. Understanding the details requires you to have read extensively on Roman history, seen a lot of silent films, and been familiar with New York in the latter half of the 20th century, including the middle- and upper-class escapes of the 1950s. Through the vagaries of my upbringing and chaotic self-education, I can claim those things. So.
What do I think?
The performances are good. However, I am left with the question, as with so many films these days, who Coppola made this film for. He is said to have spent around $140 million of his own money on the feature. As a general rule, a film must cover about twice its production costs compared to breaking even. I don’t see a large enough audience for this to generate $300,000,000 in tickets and secondary rights. It’s simply too long, a fluffy dog story about love and artistic vision more important than anything else. Of course, this wouldn’t be the first time Coppola has let artistic ambitions explode on him; although it is claimed that APOCALYPSE NOW eventually made its money back, I doubt it if you add in the interest expense.
I also don’t think this movie will destroy him
Certainly ONE FROM THE HEART was a disaster, and he spent a couple of decades making beautifully commercial films from other sources to dig his way out and let wineries and restaurants make money. There are certainly enough movie buffs out there that the net loss of this would be tolerable. All of this goes a long way to answering my question about who Coppola’s target audience was.
